Queries in this range already have some visibility. Better intent match, proof, internal links, titles, or page depth may be more practical than starting from zero.
Brand searches, featured answers, maps, ads, device mix, and the wording of the query can all change click-through rate. The target is a planning control, not a benchmark claim.
